- To care for the Visually Impaired People for achieving a Harmonious and inclusive society via professional trained service dogs

By means of adopting the professional and international standards in breeding, training, and matching service dogs, so as to
- Providing world class quality services dogs to the visually impaired and users
- Training cadet trainers as professional dog instructors
- Educating the public to understand and accept service dogs
